[TYPO3-ect] TODO: PEAR installer

Hi,

Ernesto suggested a while ago, how a central PEAR repository can be
implemented as extension and where the PEAR classes could be stored. 

Many modern PHP libraries can be distributed and installed via PEAR
channels. The EZ, ZEND and PEAR libraries are three of them, but there are
still more. Having a central PEAR repository within TYPO3 would open a lot
of resources for extension programmers.

Are you interested to provide such an extension? The extension key "pear"
can be assigned to you.
