[TYPO3-ect] New page on wiki.typo3.org

Hi there,

I'm not sure, whether this is the right place for my question, but I'd 
like to open up a new page on the typo3 wiki and I'm not sure whom to 
ask for permission.

Can I simply add a new page or do I have to ask somebody? Are there any 
rules or simply common sense?

Would be nice, if you could write me an answer.
