[TYPO3-ect] Reminder: where to put fh_library?

I have put now all functions from fh_library into tx_div_alpha and I
have renamed them. Tell me if this is ok for you. Then I will implement
the changes into the extensions which have used fh_library in the past.
So it will be tested then.
