I ask two questions:

1.) What is the most direct way for us, to come to a prove of concept?
2.) What is the most confortable way for designers to produce attractive skins?

This are my thoughts:

We should first work with the first answer. If we have the prove of concept
done, then we should directly implement the second answer, to get as many
attractive skins/themes as possible.

Apropos Skins. Is there a difference between skins and themes?
