To get started with Media

* download and install http://get.typo3.org/introduction
* cd typo3conf/ext
* git clone git://git.typo3.org/TYPO3v4/Extensions/media.git
* install the extension in the EM.

As for roadmap, next version is in the pipeline https://forge.typo3.org/rb/master_backlogs/extension-media 
version 0.9 is considered as done. Heading for 1.0 which will be TERable IMO.
