[TYPO3-dam-devel] RFC #15197: Multi–language categories

Problem: DAM categories cannot be easily localized. The problem is that
localizing records on pages requires localization of the page. It is hard
with DAM sysfolder because normally it is hidden. It is also not obvious
for users and causes them to do extra actions.

Solution: when a language is added or edited in TYPO3, localize Media
sysfolder to that language automatically. This enables localization of
categories to any language. Provide update action for existing systems:
after upgrading DAM, users can go to the "UPDATE!" menu of the extension
and have their instances uodated automatically.

Notes:
- this feature is sponsored by Snowflake Productions Gmbh
- this patch refactors ext_update class to make further update changes easier
- after this patch is committed, there will be another patch that makes
dam_catedit show localized records correctly
