[TYPO3-dam-devel] RFC #10817: Upload doesn't work for admins under 4.3

Problem:
When an admin tries to upload a file, he/she is faced with permission 
problem. This should never be an issue for an admin user.

The cause is that $BE_USER->user['fileoper_perms'] is set to "0" when it 
is passed in class.tx_dam_tce_file.php.

Solution: Attached. Thanks Christian Kuhn!

Note, this requires 4.3 to work correctly, so the minimum required 
version for DAM 1.2 should be 4.3
