[TYPO3-dam-devel] RFC #10556: Flexible media types

Problem:

This was discussed for RFC #9403,9644: Missing media types
We want to have more flexible media types. Currently they're hardcoded, 
and require an extension to add/modify.

Solution: See attached. The patch creates a table & fills it with media 
types. It also adds a submodule under tools to manage these types. Let 
me know if you have questions/concerns.
