[TYPO3-dam-devel] RFC #9951: Add User TSConfig option to remove upload tab in media browser

Problem:
Currently the only place where you can disable upload tabs/fields in 
link browsers is inside RTE. But if DAM is used plus some FE-Plugins 
like e.g. dam_lightbox you might want to prevent your users to upload 
files directly in element browsers, because there they cannot fill in 
the meta data required for decent and accessible display in FE.

Solution:
The following User TSConfig option will be added:
mod.txdamM1_SHARED.noUploadTabInMediaBrowser
Setting the option will remove the upload tab when browsing media.

Note:
This patch applies to current DAM trunk.
It should work correctly with either TYPO3 4.2 or with SVN TYPO3core
trunk.
