Problem: By popular request, bring back the tabs.

This patch adds a configuration option in the extension manager, 
disabled by default to enable the tabs. If enabled, tabs are rendered 
below the docheader, instead of the selection option in the docheader.

This causes minor problem in the tools module, which has a 
sub-sub-module selection menu, which used to be rendered below the tabs, 
but is now rendered in the docheader, even with tabs. I don't think 
there is an easy solution to this - and think its not that big of an 
issue and can be left as is.
