ext_typoscript_setup is loaded by default, and Static is a user choice. So, it is better the "user choice" can override the "default automatic include".<div><br></div><div>I still don't understand why it is actually the other order.</div>

Yes an no: I know, there are discussion whether ext_typoscript_setup.txt<br>
is bad or at least tolerable (there are only few saying its good...),<br>
but I still think its good to have a (absolute) minimum TS Configuration<br>
