[TYPO3-core] TYPO3 CMS Active Contributor Status Updates

Hi dear TYPO3 Community,

during the TYPO3 CMS Active Contributor Meeting 2013 in Nuremberg
(T3ACME13N) we came up with a new team structure as well as the role of
an "Active Contributor" [1] where "activity" is the main aspect for
being considered "active", correct...

Thus, I'd like to welcome four new Active Contributors of the TYPO3 CMS
project - merge permissions on review.typo3.org have been granted. The
list of current Active Contributor is reflected by the accordant project
on forge.typo3.org [2].

* Stefan Frömken
* Frank Nägler
