[TYPO3-core] After the LTS is before the LTS

Hi,

great feedback, nice discussions. We have been presenting the concept in
several places and situations, and discussed about the details in
different groups. Last details were discussed during the TYPO3 Code
Sprint in Stuttgart and we reworked the Blueprint to cope with the new
input:

Please take a closer look at it, as we will start to vote on that pretty
soon.
