[TYPO3-core] Copyright-year in license-headers

Hi,

in https://review.typo3.org/27392 the copyright-year as displayed in the
backend etc. was updated.

How do we generally handle copyright-updates in the license-headers?
Afaik they are needed for legal reasons? We could increment them when we
touch a file next time - but that's imho not too realistic.
Push a mass-update for all license-headers maybe?
