[TYPO3-core] Last call for categories-based tt_content menu

Hi all,

This my last hope call to get reviews for:

https://review.typo3.org/#/c/23905/

which introduces a new menu type of content elements, based on 
categories. This completes the system categories picture, since content 
elements are now categorized by default, but nothing can be done with 
such categorization out of the box. As a reminder I already added a 
categories-based menu for pages, which was merged several weeks ago.

Please help improve the user experience by making a feature 
(categorizable content elements) actually usable.

This feature has been allowed to be merged by Ernesto even after feature 
freeze.
