[TYPO3-core] ReStructured Text in the TYPO3 backend

Just as info, in about 10 lines of code using the EXT:sphinx's API I
could render the ReST-based documentation of EXT:news.

I think about a small BE module within EXT:sphinx to search for
ReST-based documentation in local extensions and allow them to be rendered:

I plan to render documentation within
typo3conf/Documentation/<extension-key>/html (and /pdf if PDF rendering
is available).

This way, we start having something to work with and experiment :)
