We could need some stat page and we should encourage people to review (I
mean review until it is merged) at least two other changes for each pushed
change.
Once we have a stat page (beside those from Tolleiv and Susi) that really
get the data and stats out of gerrit, then we could establish some review
games. Maybe some agency could sponsor something for the contributor of the
month ;)

Another long standing issue is the low activity of the core team as a whole.
Only a hand full of people frequently review changes and another hand does
that from time to to.
We need more (active) core team members who actively review changes.

IMHO the target version should be adopted (if manageable) or dropped. If it
is dropped, it should be reviewed from time to time of an issue is still
reproducible.

The best way would be a script that resets all versions and asks for
feedback of the bug is still reproducible with the new version.

Best regards
