I fix must break existing behavior, otherwise it changes nothing.

A security fix might even change the API if this is needed, but any fix can 
cause other side effects.

The higher the code quality, the less side effects exists which eases bug 
fixing, but you must be prepared break something to fix a bug.

It depends on the bug and RM decision if a bug stays as wont-fix or if you 
consider the break to be acceptable.
