[TYPO3-core] Get rid of @package and @subpackage annotations

Somewhere in May I tried to follow a CGL rule that doesn't allow @author 
tags on method base. But alot of developpers were against this, see 
http://forge.typo3.org/issues/37339 for a discussion.
