[TYPO3-core] Extbase as submodule

"Our three" submodules (dbal, workspaces, version) have been included
some days before the first alpha release of 4.6. At that time there have
been no plans to ship an updated Extbase/Fluid package with 4.6-alpha1
and therefore no submodules have been created.

Since this was the only "reason", I don't see any blockers to use
submodules now.
