[TYPO3-core] FYI24 #15118: Context menu icons are on the right side

Hi!

The following changes will be committed in 24 hours, if nobody objects.

Problem:
Page tree's context menu has icons in the left side.
List/Page module/everything else has icons on the left side.
This is inconsistent.

Solution:
Luckily have a configuration option for that, change it the default value.

Note:
This is not a decision by the UX team.
However I hope you agree, icons on the right side are just ugly, as they 
don't bring the ability to easily spot the entry you're looking for.
