[TYPO3-core] RFC #17668: class formRender in file alt_palette.php is deprecated but still used

Problem:
alt_palette.php is broken and unused since 4.5. Parts of it where 
already deprecated earlier, the whole file is scheduled for removal in 4.7.

Solution:
Since handling of this class is broken anyway, I'd vote to remove the 
whole file for 4.6 already. Are there any good reasons not to do this in 
this special case?

Attached patch just changes the deprecation comments for 4.5, in trunk 
the file will be deleted if votes for this patch are complete.
