[TYPO3-core] RFC #17482: Cleanup: Remove all mentions of $LANG_GENERAL_LABELS

Problem:
The $LANG_GENERAL_LABELS global array used to contain often used 
localized labels. It has been marked as deprecated in TYPO3 3.6.

Solution:
Remove all mentions of it.

Notes:
In the code there was @todo about trying to get deprecation log entries 
about this, but it was never done and probably never will. I think it is 
really safe to remove this array, I don't think any extension can really 
break as a result of it (at worst, it's going to miss a label).
