[TYPO3-core] RFC: #16134: TYPO3 doesn't always fix permissions for new files

Problem:
In several cases TYPO3 creates new files without fixing the file 
permissions as supposed. This is quite unhandy if the system itself (or 
e.g. the deployment process) relies on proper file-permissions.

Solution:
The attached patch adds the required t3lib_div::fixPermissions() call in 
the cases I found.

Note:
A description how to test these single patch-lines would be a bit to 
long for the RFC. To sum it up some temporary images, thumbnails, 
lock-files, syslog-files and the deprecation-log don't have proper 
permissions.
