With this patch TYPO3 handles the coincidence of a PHP inconsistency and
an apache configuration error gracefully.

Hopefully the 3rd-party lib maintainer also think this is necessary.
If not tracking down errors in these libs will be much more difficult
than before the change, because the safe_mode is wrongly detected in
this code only...
