[TYPO3-core] FYI: Added feature #16073: htmlArea RTE: Add paste as plain text feature

Problem:
Despite the fact that server-based cleaning on paste may be configured 
to perform some cleaning, pasting content from external sources into the 
RTE often requires the use of the Remove format feature in order to 
clean the content after the paste operation is completed.

Solution:
The attached patch adds an optional Paste as Plain Text toggle button 
(pasteastext). When the toggle is ON, any paste action is intercepted 
and clipboard content is pasted as plain text.

This works in Firefox, IE and WebKit, but not in Opera, because Opera 
does not trigger any onPaste event.
