[TYPO3-core] RFC: Bug #14527: fixPermissions() for ENABLE_INSTALL_TOOL and extension import

Problem:
- Imported extensions (from ter or t3x upload) don't have proper file 
permissions after unpacking to filesystem
- ENABLE_INSTALL_TOOL file is not created with proper permissions

Solution:
Call t3lib_div::fixPermissions after unpack / creation.
