[TYPO3-core] RFC #14337: "The install tool is locked" doesn't send No-Cache headers

Ah.. sorry, I had the following lines in my .htaccess (on my local  
developement server)


> ExpiresByType image/gif "access plus 1 month"
> ExpiresByType image/png "access plus 1 month"
> ExpiresByType image/jpeg "access plus 1 month"
> ExpiresByType application/x-javascript "access plus 1 month"
> ExpiresByType text/css "access plus 1 month"
> ExpiresByType text/html "access plus 1 month"

To be honest, I don't know, why I added text/html, which is *scratch* yes,  
not that good ;-)

Should we drop the RFC now? At least sending the no-cache headers doesn't  
hurt...
