[TYPO3-core] RFC #14279: Some non-XHTML tags in Backend

Problem:
#236 made that PageRenderer only checks for $TSFE->xhtmlVersion, which of  
course fails for Backend, resulting in <link> tags lacking a trailing />

Solution:
Introduce setRenderXhtml() for PageRenderer
