[TYPO3-core] RFC #14793: htmlArea RTE: Problematic icons in IE6

FYI: The attached modified patch was committed to trunk (revision 8017).

This patch removes the icons from the context menu in IE6 as they do not 
get iepngfixed.

When the client is IE6, the iepngfix feature is added in the frontend so 
that the toolbar icons get correctly processed by iepngfix.
