[TYPO3-core] RFC: #15004: Cleanup cms autoload classes

Hi,

this is a SVN patch request.

The core_autoload contains all t3lib classes and the tslib classes. It 
would be better to place the tslib classes in system extension cms where 
they belong to.

As these classes don't use extensionkey cms, they won't be found 
automatically, so include them in core_autoload, and seperation is for 
semantic devision and better maintainance.
