[TYPO3-core] FYI: Fixed bug #13596: htmlArea RTE: Styling dropdowns grow on every use

FYI: The attached SVN patch was committed.

Type:
Bugfix

Problem:
The toolbar blockstyle and textstyle dropdowns grow indefinitely on 
every use.

Solution:
Force destruction of removed records.

Note:
This will need to be optimized at a later time, but at least will work 
correctly for the time being.
