[TYPO3-core] RFC #12282: Inconsistent look of browse_links

Hi,

this is a SVN patch request.

Problem:
The browse_links dialog is inconsistent compared to the browse_links.php  
of the core.
Furthermore, the popups are way too small.

Solution:
Move the options to the right and change the size of the popup to  
950x600px.

Note:
Patch is split up in one part for EXT:cms and one for EXT:rtehtmlarea

Unquestionably: The whole screen has to be revamped as long-term solution  
(will propose this at T3UXW09).
Already reported it to the HCI bugtracker [1].
