[TYPO3-core] FYI: Fixed bug #10519: htmlARea RTE: RTE sometimes overlaps following form element

Problem:
The RTE sometimes overlaps subsequent form elements. This occurs in 
particular when the height of the toolbar is modified when it is 
updated. It may also occur when the toolbar height is modified as a 
result of a change of window size. It also occurs in some cases of 
flexforms. The problem may also cause rendering issues when the RTE is 
used in the frontend.

Solution:
Fix the RTE iframe sizing function. Recalculate the size of the RTE 
iframe on window resizing and when the toolbar height is modified as a 
result of being updated.
