[TYPO3-core] FYI48: #10735: Wrong returnUrl with clipboard actions

Hi,

This is SVN patch request.

Problem:
When editing from clipboard, the returnUrl is set wrong, so closing the 
edit action result in 404

How to reproduce:
Activate clibboard #1, copy an element to clipboard, select Edit in 
clipboard select. Close edit action with "x"-Button

Solution:
replace rawurlencodeAndRemoveSiteUrl with rawurlencode in JS

I did a FYI48 as i want to have it fixed in the release, so please 
object if you don't agree.
