[TYPO3-core] RFC #9398: Labels in Module User Administration are hardcoded

Hi,

i think that some labels like 'Edit', 'Enable', 'Disable', 'Page title'
which you use in the new locallang file are still in the core and could
fetch from there.

Its prevent inconsistent translations and less work for translators.

Just my 2 cents from reading the patch
