great, your patch works perfect. And i think you got the right solution, 
well done!

+1 by reading and testing.

A remark for other tester:
This is the height of RTE if you click on the wizard icon top right of 
RTE for fullscreen edit. Without patch you will always have the vertical 
Scrollbar, after patch it fits perfect in document height.
