[TYPO3-core] RFC: #9591: Integrate sys_actions into toolbar

Hi,

this is a SVN patch request.

TYPO3 provides a feature to create presets of tasks that can be done. 
Examples for this are:
- create new BE user
- create new record (e.g. news item, etc.)
- display SQL query (also export as XML, etc.)

These actions should be available for use directly from the toolbar of 
the new backend.

attached patch integrates these actions into toolbar.
