[TYPO3-core] Bug #<unknown>: Fix cache_hash table creation

Hi,

This is a no-brainer SVN patch request.

Problem: definition of columns is done in the wrong order resulting in 
the install tool not recognizing that columns are already present and 
well configured in MySQL

Solution: invert order of "NOT NULL" and "DEFAULT" column options
