[TYPO3-core] RFC #8507: Fileadmin: Setting alt attributes and use the locallang.xml files instead of locallang.php files

Hi

This is an SVN patch request.

Problem:
In typo3/file_list.php and typo3/class.file_list.inc alt atributes are set
but empty. 

Besides this, some sl() calls making use of locallang.php instead of
locallang.xml.

Solution: 
* add LL to alt atributes

* Replace .php with .xml
