[TYPO3-core] RFC: Bug #7245: Javascript Error in new Backend

Problem:
in EM there is a call for refreshMenu. This is useful for old backend using 
frames.
With backend.php there is no menu frame, so it throws an JS-Error

Solution:
test frame object.

How to test:
Go in EM and uninstall any ext having a BE module. After next screen with 
clearing the cache the error occurs.
