Sure thing.  New patch attached that always obeys devIPMask.

I'm thinking its also useful when pageUnavailable is generated due to a 
system error and not just when its forced.  As an admin, it may be 
annoying to get the maintenance page and not know what the real problem 
is behind the scenes.
