[TYPO3-core] RFC: #9109: Enable feature in element browser in rte like in normal one

Hi,

after talking to Stan there is another file involved, the select_image.
I added the Filemount-Support for this file too, additional patch is the 
complete one.

TODO: Integration in DAM as well. I won't do this in this patch as first 
DAM has to integrate this in his browser. In RTE there are DAM-support 
files that has to be changed after too.
