[TYPO3-core] RFC: CLI dispatcher doesn't work with CGI API

Sorry, the idea was that the CLI dispatcher may be called via the CGI API, 
but not within a HTTP call. The easy way suggested by Robert is already 
implemented. But there is a bug report filed, that asks for a change in 
hosted enviroments.
