first of all: great idea!

second: there's room for improvement ;-)

basically this means that the secondary palettes are rendered always. 
Now thinking further this could lead to the following:

instead of reloading the page when selecting the checkbox to always show 
the secondary palette this should just trigger a JS function to make all 
secondary options visible without reloading the page.

more improvement:
to keep it consistant with the current behaviour (TYPO3 remembers the 
state of that checkbox), their should be an AJAX request updating the BE 
users's uc data with the state of the checkbox.
