Ok, hacking away on it. I just sent a patch to Robert to have a look. It 
allows to both check and update the translations of all the loaded extensions 
in one go, and with my limited (simulated) TER l10n file structure it works 
fine.

Great. :) I still have to add unzip-less unzipping with pure PHP, since we 
cannot make unzip a requirement. On to choosing one of the available scripts 
for that.... does it make sense to add that to some global place within 
TYPO3? If yes, where? t3lib_archive with some methods?
