[TYPO3-core] RFC: Fixes and cleanup in t3lib_sqlparser.php

Hi.

The attached patch cleans up indentation a little bit and fixes bug #2991 
(float is not a db-compatible datatype) plus makes the parser understand "IS 
NOT [NULL]" an addition to just "IS [NULL]".
