[TYPO3-core] The installer, the charset and the DB

Hi!

I think it is a big problem that the forceCharset is asked at a very late 
step in the installation.

The problem is that the installer should know what charset is in use for 
the site (via forceCharset). It must know it to create the DB correctly. On 
Mysql this means setting the correct DB charset, on Mysql it means that for 
UTF-8 and other multi-byte encodings NCHAR/NVARCHAR/NCLOB must be used 
instead of CHAR/VARCHAR/CLOB.

Perhaps notthing for TYPO3_4-0, but perhaps worth considering for HEAD.
