[TYPO3-core] RFC: Fix bug #3246 - error in t3lib/config_default.php on setting display_errors

Since this was the ~3rd fix of the fix, I have had the feeling that this
needs to be tested.

Checked -1,0,1,2 with/without devIPmask with/without display_errors in
php.ini set.

All worked fine, so now this should be safe :-)
