[TYPO3-core] Reminder: ws publishing patch

Hi!

This is a reminder about ws publishing patch for 4.1.

Problem: if user publishes many records, PHP may timeout and workspace 
will be left in half-published state.

Solution: publish only specific amount of records (30 currently but can 
be increased to 50 I think).

I had one +1 for this, so want to remind about it. Also according to 
discussion with Kasper/Michael workspace patches will be committed 
automatically if no one objects for several days.
